Implementing Tracking
We believe the tracking system can begin implementation in two years, with the first CIM tests given in four years. Thus students already in high school will not be affected. Once tracking is in place, taking advantage of the tuition credits becomes dependent upon passing the CAM exam in either the technical or the college-preparatory track.
Costs
There are 3784 classroom teachers in the Public School system. The average salary, as noted, is $29,567, 10% of which is $2,956. Thus bonus costs for teachers would be $11,185,504. There are a total of 126 schools in the district.29Ibid. The salary for principals ranges from a minimum of $44,320 for some elementary school principals, to the highest, the $60,420 earned by some high school principals.30Ibid. For the purpose of our calculations we used a salary figure of $52,370 per principal, 10% of which is $5,237. Thus bonus costs for 126 principals would be $659,862. Total bonus costs would be $11,845,366. This amount would be paid out starting in the second year.
