Entrepreneurial Fund
We propose to create an entrepreneurial fund to support Black entrepreneurs and job creation in Black areas as well as promote Black home ownership.
We believe the extension of the COPs program will greatly reduce crime, which is the driving force of urban decay. However stopping further decline alone will not be enough; we must reverse the process which has gutted parts of the Northside. We must bring back jobs, reclaim housing, and rebuild the tax base. To this end, we propose use part of the desegregation money to create a 200 million dollar entrepreneurial fund, to be operated using a linked-loan system. The fund would be used to promote Black home ownership, support Black entrepreneurship, create jobs in predominantly Black areas, and to finance beneficial non-profit projects. This entrepreneurial fund would work toward the goal of ending the vestiges of integration in a number of ways. It would help reverse physical decay, create employment opportunities, and help extend economic opportunities to Blacks.
