A Choice of Approaches

We have presented, in general terms, an alternative to busing based on a program of extending equal educational opportunity. Judge Limbaugh, formally the presiding judge, had shown a willingness to work with the parties involved, and Judge Gunn, now handling the case, shows indications of following this approach also. Thus in all likelihood, he would pursue whichever option meets Constitutional requirements and satisfies demands by Black parents. We believe that this plan will satisfy Constitutional requirements. Thus ultimately, acceptance of this plan comes down to what the Black community in the City of St. Louis wishes to do. It will be the Black Community's choice, between continued busing or a new approach, and the deciding factor will be the comparative ability of each plan to remove the vestiges of segregation.

The lack of effectiveness and difficulties of busing are well known. We can see from examples across the U.S. that busing does not have a long term effect. Focusing to such a degree on educational opportunities has yet to be tried, and so we cannot know if it will work. However, we believe that it will, because it addresses the true goal of a democratic society.

The goal is to not allow White children and Black children to go to school together, or to even achieve an integrated society. The goal—the only possible goal in a democratic society—is to give each and every person an equal opportunity. Equality of opportunity, in turn, will result in an integrated society.

Ultimately, the effectiveness of extending equality of opportunity is a question of belief. We believe that Blacks, given the tools to rise, will be able to move into the middle class, and out into the housing stock. We believe that if we do give each and every child equality of opportunity, the result will be an integrated society. Equality of opportunity is our only chance to remove the vestiges of segregation.
