Skills Testing
Like the Oregon plan, we propose to implement regular testing of students, at grades 3, 6 and 8, to insure students are making sufficient progress toward the CAM. These tests would be arrived at by the Department of Education and approved by the state school board. We believe they should utilize essay and short answer formats, and should not rely on a machine-graded multiple choice format.
The tax bill which was defeated last November contained a provision to require school report cards as a means of giving parents a standard with which to judge the performance of their schools. As part of the program, we propose to implement such a school report card.
